UPDATE 1/18/2013:
After spending some more time at the vet's office, he has really come out of his shell. Within 20 minutes of being out of his cage, he warmed right up to us and became sweet and playful.
Percy was brought to our vet's office last week after being found by animal control in a bag with 10 other cats in a pedestrian underpass in Jeonju, abandoned in the bitter cold. Luckily for these poor cats and kittens, they were rescued, and now have a safe and warm place to live for the time being in our vet's office. We are hoping for a real happy ending for each and every single one of them...they are all friendly cats, and deserve to find wonderful forever homes.
Percy is shy and we don't know him very well yet, but hope to get to know him better over our next few visits with him. The vet estimates that he is about 7 months old.

That's awful! People can be really sick. It's great that they were found, though, and are ready to find happy homes.
Will the vet take care of their vaccinations and spaying/neutering?

If they are going to be adopted into a private home, he will do their vaccinations and spay/neuter for a fee. If no one is coming forward to adopt them and, worse case scenario, he has to return them back to animal control, then he will spay/neuter them before releasing them. We hope it won't have to come to that though!

Your vet sounds like a decent sort. I hope it won't come to that, too. Maybe you could start a fundraiser for spaying/neutering them? I don't know this for a fact, but it always seems like animals with all the spaying/neutering/vaccinations done get more attention.
