****UPDATE***
I spoke with the vet regarding a minor bout of diarreah, for which he wasn't concerned about at all. When I asked his advice on treating Sammy's skin he recommended we bring the kittens into the vet clinic to be cared for there, as the fungal infection can affect humans, and my wife has a compromised immune system putting her at even greater risk
With reluctance we turned the kittens over to the care of Chungwha Animal Hospital in Itaewon.
http://www.cwhospital.com/introduce/hospital.html They have agreed to provide the care the kittens needs in a safe environment, while continuing to look for more appropriate foster and/or adoptive families.
So to summarize, Sammy (and possibly Vera) has a case of ringworm, which is 100% treatable, it just takes time and TLC.
Vera (and possibly Sammy, who wasn't tested), has a possible case of feline leukemia (FeLV), it is possible to have false positives with young kittens, she will need to be retested. Due to this illness it is recommended she go to a home with no other cats, but with love and care she can have a long and fullfilling life. One option could be to take Sammy (or Vera) home, and then in six weeks or so when the others ringworm/ immunity against FeLV has been confirmed due to vaccinations, bring the other home.

Meet Sammy and Vera, a sweet pair of brother and sister kittens looking for a forever home.
Interests:
Dislikes:
These two are cuddle bugs! They are siblings from the group of five kittens recently rescued from the streets of Jeonju and have been with us in Seoul since January 22nd. They’ve adjusted really well to life in a home. They are very interested in people and love to sleep on a warm lap. They are very young, not quite yet eight weeks, so too young for their first vaccinations, but confirmed healthy by the vet who brought them in out of the cold.
They are a bonded pair and it is very important to us, and them, that they go to the same home. I actually think two kittens are easier than one, since they mostly play with each other and come to us when they are looking for a place to sleep.
If you are interested in the kittens, or you would like more information about them, please contact us or Chungwha Animal Hospital directly.

Pno, is there any chance you could go to another vet for both a second opinion and to test Sammy? It does seem very strange that he was not tested along with his sister, especially when her result came back positive. It's really important in a situation like this to have a vet with whom you can communicate, and who you can trust, so if your current vet seems a bit sketchy, I would definitely seek another before proceeding!

We went to Chungwha in Seoul, which seems to have a fairly good reputation around here. Also my wife just informed me that instead of testing Sammy, they decided to immunize him for fiv/felv.
After doing more research, FeLV can be a serious condition, but it can be managed, and there is a possibility that it was a false positive. I just want to ensure that both kittens get the best treatment/ lifes possible, which is why we agreed to foster them in the first place! Its just rather overwhelming, and we are no longer sure what the right thing to do would be. Keep them together, separate them?

I'm very sorry you're in this situation, and commend you for trying so hard to do the right thing for these little guys! Chunghwa does have a very good reputation, so I think you're on the right track as far as veterinary care goes. Have you been to the ARK Facebook page? There's a whole community of animal lovers there who can give advice and share experiences, and it's also another method for getting the word out about Vera and Sammy being available for adoption.

Just called Chungwha to get an update and turns out both have been adopted out. Hopefully together, but the important thing is both of these sweet kittens are off the streets and in homes!
