This Korean website allows you to view cats, dogs and other animals held in municipal shelters throughout the country. Click 유기동물(yugi dongmul) in the top or side navigation to find the animal listings, where you can filter by city, type of animal, etc.
The site also has a list of municipal shelters in Korea, with telephone numbers and addresses. Click 유기동물보호소 either in the sidebar or in the submenu of the link above, then filter by city. Privately-run shelters are not included.
While potential adopters can find an animal to adopt on this site, it is also useful for looking for a lost dog or lost cat who may have been picked up and brought to the local pound.
